The Fund for Authors and Producers from Africa (FAPA) aims to provide financial support in the form of subsidies to organisations for the implementation of programs designed to train or mentor authors and producers from Sub-Saharan Africa and Haiti in the field of film and audiovisual production.

An International Program

FAPA is a program co-financed and co-managed by the Centre national du cinéma et de l’image animée (CNC), Fédération Wallonie-Bruxelles / Wallonie Bruxelles International (FWB/WBI), Film Fund Luxembourg (FFL), Société de développement des entreprises culturelles (SODEC), Téléfilm Canada, SACD in France, in Canada and in Belgium, Institut Français, Red Sea Film Foundation and the Hellenic Film and Audiovisual Center.
For its 2026 edition, FAPA is receiving support from the French Ministry of Culture. The CNC is responsible for managing the program.

FAPA operates in two ways :

  1. Granting subsidies to organizations responsible for implementing capacity-building programs for Sub-Saharan and Haitian authors and producers. These subsidies are granted through calls for proposals and following a review of the applications by a committee composed of independent experts and representatives of the aforementioned partners.
     
  2. Funding the mobility of professionals from Sub-Saharan Africa and Haiti to international festivals and markets. This component aims to promote networking among African professionals and increase the visibility of their projects. This component will be the subject of specific calls for applications, which will be announced at a later date on this webpage.

1. Conditions related to applicant organizations

To be eligible, the organization must:

  • Have been legally established for more than 24 months;
  • Be established in Africa (including North Africa) or in one of the countries where the funding parties are established (Saudi Arabia, Belgium, Canada, France, Luxembourg, Greece) (see List Beneficiary Organizations – Eligible countries);
  • Have proven experience in supporting, developing, training, or networking authors and/or producers with the aim of facilitating the writing, directing, or production of film or audiovisual projects.

Organizations established in the European Union or the European Economic Area must comply with the ceiling and transparency obligations set forth in Commission Regulation (EU) No. 2023/2831 of December 13, 2023, on the application of Articles 107 and 108 of the TFEU to de minimis aid. In this regard, it is noted that the total amount of all public aid granted to a single entity under the de minimis scheme may not exceed €300,000 over a rolling three-year period.

2. Conditions related to support programs

  • Pursue one of the following two objectives:
    • supporting for creators of film or audiovisual projects;
    • capacity-building for producers;

In addition to one of the two objectives mentioned above, they may also include networking opportunities for professionals;

  • Have already been the subject of a first edition, unless the organization can demonstrate sufficient experience in managing other similar programs;
  • Have a multi-country approach;
  • Aim for gender parity in the selection of participants;
  • Be conducted in French for the French-speaking component and in English or Portuguese for the non-French-speaking component;
  • Have started no later than 12 months following the date of the selection committee meeting and conclude no later than 24 months after the signing of the agreement.

3. Conditions relating to participants

The subsidies enable beneficiary organizations to support participants who meet the following conditions:

  • Participants must be nationals of a Sub-saharan African country or Haiti (see list in Regulations);
  • For support programs intended for authors: participants must have directed or written at least one film or audiovisual work that has been screened at festivals, in theaters, on television, or on a video-on-demand platform (SVOD or VOD only);
  • Regarding support programs for producers: participants must demonstrate professional experience in the film or audiovisual sector.

Amount of subsidies

The amount of subsidies granted for support or training programs for authors and producers is capped at €80,000.

The application dossier must be submitted to the CNC via a secure account on the website Démarche numérique

Only applications sent to the above address and submitted by the deadlines listed on the CNC website will be considered.
